周国银指出当前企业ESG管理存在三大痛点，即高层缺乏ESG共识未将ESG融入战略，中层缺乏明确ESG职责分工及问责机制，基层缺乏明确的ESG指引及考核机制，导致多个相关管理体系各自为战，ESG工作难以落地。
（一）深刻把握实现“十五五”时期目标任务对维护党的团结统一提出的更高要求，坚定不移推动全党深刻领悟“两个确立”的决定性意义，做到“两个维护”。越是形势复杂多变、任务艰巨繁重，越要紧密团结在以习近平同志为核心的党中央周围。习近平总书记指出，强调“两个维护”、同党中央保持高度一致，必须体现到落实党中央重大决策部署的实际行动上。纪检监察机关要强化政治监督，严明政治纪律，坚决清除心怀二志、言行不一的“两面人”，坚决同危害党的全面领导特别是党中央集中统一领导的言行作斗争，确保党中央令行禁止。
