一个值得关注的特殊现象是，伊朗同时保有选举制度。从形式上看，它依然建立了一人一票的民主选举机制。但必须明确的是，伊朗的制度并不符合自由民主的三个基本要件：强大的国家能力、民主选举、法治。尤其是在法治层面，伊朗缺乏真正意义上对私有产权的法律保护体系，这是其制度层面的核心短板。
